Speed of light in medium is related to speed of light in vacuum (c) and refractive index (μ) by v=μc.
Then, we have μ=vc=0.2cc
⇒μ=5
Refractive index in terms of relative permeability (μr)and relative permittivity(ϵr) of the medium is stated as μ=ϵrμr
⇒ϵr=μrμ2
∴μϵr=μrμ=5
Hence, the value of x=5.
