A road cannot literally feel weary; it is the traveller who is tired. When an adjective that properly describes a person is shifted onto a nearby inanimate noun, the device is called a transferred epithet. It is not a simile (no like/as), not a full personification of the road's behaviour, and not a straight metaphor of identity.
